[EAS] An idea for the montly test

That is essentially what the EAN has been boiled down to. It is an RMT but with a different event code.
A part of the test is to see that stations are properly set to receive the EAN and respond correctly to that event code.
It's still a partial test. We'll see if we can get in. It just won't test the ability to stay in for longer than two minutes.
