[EAS] An idea for the montly test

Just for contrast-
Here in Washington State the State-Wide tests are initiated by State
Emergency Management.
First they send the test via the Washington State CAP Network - Then - They
send it via the legacy (analog)State Relay Network (Microwave
backbone/mountain top VHF transmitters)
In both cases, there is no daisy chain....Broadcasters get it from the
source
FYI - The CAP system is growing rapidly as more and more stations are
connecting their new EAS Equipment to the CAP server....Today the state is
covered by both systems.

Just talking to the chief at our monitoring assignment (and primary relay
for this area).
A monthly test by FEMA will only work if the state wide plans are fixed
first...
THEN the national plan for feeding the PEP's will need major repairs.
He has to monitor a Charleston (WV) station for his statewide feed.
Originally was a Class B at the PEP complex down in Charleston--but their
signal wasn't reliable enough.
He switched to another Class B FM station in that cluster--but it was
adjacent to a local Class A, so that station wouldn't work. Then he settled
on a third Class B in Charleston, though owned by a different company. That
worked for a while, until a local LPFM moved into town and changed channel
to the upper adjacent. He has a fourth choice, but that station will have a
Class A on an upper adjacent sometime this year or next. The out appears to
be a statewide network--once they roll out their XDS receivers.
At present they are using Comstreams with three program channels that have
to be manually switched (so he can't leave one channel on all the time for
alert feeds).
Now to the great news for next week's test: The PEP's monitoring assignment
is WLW, Cincinnati. With a local 680 with 10kw daytime in the same city.
