[EAS] Good thing the test was shortened

This is inaccurate as others have pointed out. EAN is an indefinite 
message. We had a oooops EAN in August 2009 (??) caused by IEMA. All of 
NE Illinois and much of the north half of the state had WGN for 10 
minutes until they sent an EOM or stations unplugged their boxes.

Your staff needs to know how to send an EOM message just in case.
