[EAS] Good thing the test was shortened

Oopps! Correction.
If the EOM doesn't come thru then the EAT that normally follows an EAN should clear it.
That, provided who ever triggered the alert is still able to send an EAN or the EAT.
(Child of and lived through the cold war.)
