[EAS] Good thing the test was shortened

My understanding is they wanted the test to be longer than two minutes
specifically to see if various EAS boxes would continue to pass the message
(as I'm told the EAN code would cause the box to do) or cut the test off at
that 2-minute mark.

For my EAS units, the default time out is two minutes. Their 2 1/2
minute EAS National Test would have been cut off.
I thought all units were made to return to program in two minutes, in
the event the EOM didn't decode.
