I suspect there is considerable momentum towards keeping the
original 9/30 date to start the 180 day clock. The
Commission may still want to have a certification process
for the equipment, but may tie it in to the FEMA process
already passed by some manufacturers. So we may see a short
delay--perhaps to the first of the year. Especially if there
is some hue and cry about not being able to get equipment
out in time.

Other than that, I suspect that 80% of the rules are cut in
stone & drafts being circulated.  Any changes to the basic
framework of what is proposed in the NPRM will be minor.
