Wayne...

All you have to do is look at the "new" FCC.gov to see their
focus is entirely on broadband/wireless.  Digital is
wonderful, will cure all ills...

One thing that the state committees will need to be aware of
is if the FCC puts in this wonderful system...and it doesn't
work...the usual Washington reaction will be to look for
someone in the private sector to blame.  So then they'll go
after the individual stations. 

However, if it turns out the problem is with the (FCC
mandated) state plans, be aware that you know what can roll
up-hill.  State government employees usually have legal
immunity under state law.  But not volunteers working on
quasi-state functions such as emergency coordinating
communities.
