Is your firmware capable of RSS feeds now? Or is a firmware upgrade
needed.  How hard is it to hack into an RSS feed and plant a CAP alert?

Tom,

Though RSS appears to the user as a push - you subscribe to a feed, 
and articles show up, but behind the scenes, it is a pull - your 
browser or other RSS reader periodically fetches them for you.

In the case of CAP, the device will periodically go out to the RSS 
server and read a list of active alerts, which includes a link to the 
actual CAP message.  The CAP device can then fetch the actual CAP
message.
