Great info, Harold ....

States like Washington have a number of existing analog distribution 
channels.   Converting them to distribute, uni-directional, CAP is 
something that we have all given thought to.  Creating a non-wireline
distribution system is in everyone's best interest.

Bandwidth is certainly the trade-off.   But we have been dealing 
with various amounts of BW in the data world for a long time...Today
we still have folks getting their data via a dial-up modem, while others
are connected via a screaming fast cable connection.

The messages still get thru, it's just a matter of how fast and the 
demands we create via large files, attached MP3's etc.

We need to find a way to connect our IP based CAP systems 
onto 3khz BW channels.

Better to get the data and have redundancy than deal with 
'backhoe fade' after the fact.

As for attached audio files - Understand that this might be 
used.  Our experience here in WaState with doing the 
text to speech in the box is going quite well.    I understand 
there is some legacy demand for 'the masters voice' (aka
governor) hopefully this will mature when these folks come
to understand the importance of keeping this in text form
and let the 'device' at the other end convert it to the form 
that it needs.

Not enough has been said about the advantages of generation
of EAS Crawls from the CAP Text...Thereby, for the first time, 
making the Crawl and Voice Message contain the same 
message.
