[EAS] Single point entry of CAP messages

At the FCC/FEMA forum at the FCC HQ several months ago, someone from 
Akamai was on the panel.  I don't think FEMA is overlooking the 
possibility of CDN use.

As I said in a previous response, we may end up with two paths, one 
for the normal, quick response of "no, nothing to see here", and a 
second path (CDN) for quick delivery of larger messages with audio.

When implementers get on these forums and talk about all the multiple 
access  methods, security, redundancy, latency, SSL, digital 
signatures, it sounds very complex.  To some extent, it is, but it is 
almost identical to what happens when you access almost any web 
page.  Packets are sent, lists of files to download are obtained, the 
files are downloaded.  I just accessed the CNN home page - 
1.5Mbytes.  170 different files, at least 20 different IP addresses 
(Ads and tracking). No magic involved.

And getting a CAP message is a lot simpler.

DTV, satellite, high speed RF links, each will be added as time goes 
on (many are already in use in various locations).  Each addition 
will make the system better.  Even CAP with simple internet access is 
an instant improvement over legacy EAS in areas where there is 
internet but the LP1/2 is just too far away.
