No, David, you are not.

DTV is yet another way to address filling in the blanks for local relay networks.

As a matter of fact, I made a formal proposal to Los Angeles County for them to consider entering into DTV sub-channel override Memoranda of Understandings (MOU's) with one or more DTV licensees. As a matter of fact the Los Angeles Unified School District is the licensee for one. We actually had a handshake MOU when late LA Sheriff Sherman Block was still around with that station, KLCS. 

A microwave or secure fiber link to one or more DTV's from the County EOC would provide for high power multipoint distribution of voice, data and video via DTV during declared emergencies.

If you or anyone else want more details on the proposal they are considering, let me know.
