[EAS] Single point entry of CAP messages

Oh, ferpete’ssake...just how much info do you think you're gonna get in 142
characters? That's not enough for instructions on getting' outta Dodge and
you and everyone else will be hitting the broadcast station websites, or,
because at this point, the cell towers are now overloaded and the Internet
is overloaded and both are useless, you'll all be tuning in radio or TV for
the whole story on what's going on. Broadcasters will all feel the love from
the cell providers...
