[EAS] Single point entry of CAP messages

My understanding of the process toward CAP and IPAWS is that the 
mobile telephone companies insisted that there be one single server 
for the country.

And it appears that from their perspective that is a desirable 
design.  They don't want to keep track of which telephone is in which locality.

Unfortunately that may not be the best system design.
