As always Richard brings up a good point.  I've been reading the mail 
and avoided much of the discussion BUT my point is still that the 
most wonderful message system is not very helpful if "government" 
never uses it.

My experience so far with Northern California local governments is 
that they are seriously clue-impaired about EAS and CAP.

I may have said this before but I gave a general overview of CAP for 
the Northern California APCO chapter a few months ago.  The questions 
I got were all along the same line.  "Who is going to do this?"  "Are 
our dispatchers going to have to learn something new?"  "Where is the funding?"
