[EAS] Single point entry of CAP messages

"Squeaky wheel gets the grease" as the old saying goes. Yes reliving
Conelrad and EBS is complaining, but you can't build on the future if
you don't learn from your past. The issues brought up by EBS and
Conelrad are valid so that we don't relive those issues again. I
wasn't around in the era of those systems, so it's a teaching lesson
for me, and a refresher for those who were.

As for the CAP systems, i do know that bitching about how it's being
built NOW and complaining about it NOW, might actually change the
design mid-way through, as there's still time to do it. Unfortunately,
it's still the government, and this is a pipe dream. If we voice the
concerns now, they might catch some attention, again, while not
reliving the mistakes of systems' past.
