[EAS] Single point entry of CAP messages

Well, lessee.

Radio, I'd say... offering a specialized localized entertainment and 
information package as best I can on a limited budget.

Many stations accept that they'll loose some fraction of their audience 
when an alert happens, because they're *not* in the information 
business.  Those that are, or have information as a significant 
component of their service, already have a pretty much 24/7 news 
operation, with people who already know how to chase after the rest of 
the details when an alert fires.

Not every station has a website (yeah, I know, but they don't) - and 
even the ones that do, may not have a "webmaster" who can easily update 
the home page with the visuals.  The ones who do, in fact, are also the 
ones most likely to have that 24/news staff.

The automated station probably doesn't *have* a staff to decide what, if 
anything, to do with the extra information.  I sure don't, although I'd 
certainly know what to do with what I could use. 

And what AM station has RDS?  And how many FM stations have it, for that 
matter, and of those, how many have more than the basic station data  - 
and how many receivers as a percentage of the total have the capability 
to display RDS?

So, as far as radio itself is concerned - CAP is still going to be Too 
Much Information in many many cases.
