No, the biggest problem with EAS is the tendency to ignore it, or in
the age of iPods/phones/etc, not even knowing it's going off.
The second problem with EAS activations is the sometimes craptastic
audio sent by the initiator. Nothing that can't be fixed. The CAP
issue is that it will have quite the delay over the relaying system of
EAS.
Besides that, yes, the whole thing is built backwards. CAP is a decent
idea, however relying on the public internet for all of this is just
plain stupid. This is why EAS isn't going away, but simply moving to
second fiddle. But, like all government ideas, EAS will have a sundown
date in lieu of the newer technology... until it fails, then someone
will say "hey, EAS worked!" and they'll bring it back to that.
There's a lot better ideas to make this a much more robust system, and
it can still be implemented, however, the FCC/FEMA has their work
plan, and are about 1/2 way done with it. They won't change it until
the first full-blown failure of the system, which shouldn't take long.
