[EAS] CAP Polling Interval Questions

The problem with citing NWS alerts in this discussion is that NWS is not
going to be part of CAP when it's implemented this fall. It will take
several years for NWS and SAME to integrate into CAP. For the time being,
NWS alerts will come as they always have, via NOAA Weather Radio and
legacy-style EAS. That mean the FEAM aggregator will only service
non-weather EAS activations, which are a lot fewer in number than weather
activations.

constant attention, but we love it." Jim Aaron WGLN
