[EAS] CAP Polling Interval Questions

Jim (and all) - this actually answers a problem for us (and others in
rural areas w/out full time broadband. If the 'aggregator' end simply
described a 'preferred' pollling interval but the stations had the
option of setting their polling intervals locally, then that would be
the ideal situation for rural stations.

That way those stations which only have 'dial-up' for their Internet
connection could set their boxes to poll (dial up, log in, log off and
hang up) at some reasonable interval for their purposes and use their
best judgment about the various trade-offs.

This essentially 'solves' the problem of not having full time access
quite nicely and in a cost effective way for small stations(ie most of
those stations have some kind of dial-up access, but wouldn't be
required to install vsat terminals or similar). Since it isn't a 'push'
a full time connection isn't required anyway - and in some areas there
may even be cell (at least 1X) data available - so a quick polling call
out could be done at some reasonable ($$$) interval.

And as others have mentioned, I'd imagine the fastest and most effective
way to get timely NWS alerts (like TOR) is to do it the 'old fashioned
way' - with an NWS WX receiver!
