[EAS] Post NAB activity on the EAS front

The list has been a little quiet lately, so here are some things to think about and offer your views on:

o Several equipment vendors have now successfully gone through the JITC process.

o Some states are already pushing out CAP messages.

o The FCC has not yet issued the Notice of Proposed Rulemaking on Part 11.

o We have less than five months before the September 30 deadline to be able to accept CAP messages from the Federal aggregator.

o The FCC today sponsored an Earthquake Communications Preparedness Forum. While there was a lot of emphasis on broadband as a waring technology, some of Chairman Genachowski's comments on broadcasting are worth noting:

The Japanese tragedy showed the role that broadcasting plays in emergencies. Radio in particular played a significant role in Japan, as residents who lost power could turn on the radio in their cars and receive essential information.

We need a better understanding of how to minimize outages across all communications platforms and how we can strengthen the reliability of emergency communications, while balancing the limited resources of communications carries.
