Have to agree with you on this.  My suspicion is that once
NWS and other message centers go to CAP, very little will go
out on the "old" channels, or...like this problem with the
newer Gorman Redlich--the units will just refuse to
recognize the message once "converted" by the add-on box.

But I can afford it.  For many stations this will be a big
chunk of money.  Especially in the fall, just after sending
in the regulatory tax.

Incidentally, at the WV Broadcasters meeting, the two
"one-box" manufacturers --Sage and Monroe, had
presentations.  They were insisting that their boxes were
PART 11 accepted and CAP compliant--and were the only ones.
True--if you watch how they parse it out:

A. Their boxes are accepted under the PRESENT Part 11 rules
(which, of course, have no standards set for CAP yet); and

B. They meet whatever CAP standards FEMA has set forth
(subject, of course, to whatever the FCC comes out with when
the new rules are issued).

Sum and substance of their presentation was
BUYNOW/BUYNOW/BUYNOW!!!
