[EAS] Tsunami Warning - No Audio

Here's what we got at KQED, San Francisco. BTW, we are the local LP2 and we have an original Sage ENDEC.
First, a Tsunami warning from the NWS at 12:55:17. I can't say whether or not there was any audio from that alert.
Second, we then received the Tsunami warning from KCBS, San Francisco the LP1 at 1:07:04. The audio from KCBS was very clear as they record the audio for their alerts.
Third, we received the Tsunami warning from KSJO, San Jose (our FM monitoring assignment) at 1:07:30.
Fourth, we then sent the Tsunami warning at 1:38:11.

This was seven hours before the Tsunami actually hit the San Francisco coastal area. The local stations that have live programming all talked about the Tsunami warning, but I wondered why a second EAS alert was not sent closer to the actual Tsunami. Plenty of local TV and radio stations do not have live programming/news and people waking up at the normal time would have had no warning at all.

In the early hours of Friday March 11 we received a tsunami watch and
later a tsunami warning via EAS from our LP1, LP2 and the NWS.  The
tsunami watch had audio associated with it.  But as received here the
tsunami warning, arguably the more important of the two, did not.  So all
listeners heard were the EAS tones and not the information about the
warning.

Did others experience the same thing or was this somehow unique to us?
Our EAS box is a Sage Digital ENDEC.
