Wayne,
The involvement by the state of Washington is due to poor audio quality
of alerts in certain remote and not so remote areas. CAP gives us the
opportunity to deliver crystal clear audio to broadcasters. Washington
state's involvement is in excess of $387,000, in the secure website and
new CAP decoders for broadcasters. We have over 80 stations CAP
compliant and they, as do most stations nationwide, voluntarily, relay
most real alerts. Our analog radio based old system has become the
back-up.

Thanks Clay...
I do know what EAS is capable of doing....because we are already doing
it. Everything you listed plus most of the event codes are voluntary!
Does CAP and all this involvement by the government indicate that they
want to FORCE us to issue Amber Alerts?
My question still stands, what's the dire message we will NOT be giving
the public that requires this much government and technology?

I continue to enjoy the debate about CAP, IPAWS, IP, Daisy Chain, UHF,
VHF,
et al.
But I continue to ask my un-answered question: just exactly what is the
message government at any level will be sending?
I am amazed that all this thought and anguish is going into the medium
but
none is given to just exactly what will be so important that the
government
knows that we will not already be telling people? Just exactly what
message(s)is the system being built to send?

EAS is used, frequently, for the distribution of Weather, Public Safety,
Child Abductions, Floods, Fires, Tsunami's etc etc. Take a look at the
present EAS Event Codes and you will gain a sense of the purpose and
uses.
