[EAS] Authority to form State Emerg. Comm. Committees

I have been asked by our state EM dept. to cite the 
requirement/authority of requiring a State Emergency Communications 
Committee.
Anyone able to quote me chapter and verse?
I went through what seemed to be the appropriate places in 47 CFR 11, 
and found nothing stating that there had to be such a body.
