This has been suggested (for example, by Sage,
http://fjallfoss.fcc.gov/ecfs/document/view?id=7020396042, para 21).
Stations would need to add NTP to their filter set.
It is important to test, at least once, a live EAN, however. There
are enough several differences in how the EAN is handled so that a
real EAN test would be very nice to have.
Testing with a test code, such as NPT, if issued through the PEP
network, would test connectivity, but it would not test settings
creep as stations upgrade equipment, change equipment type, or change
their settings. Testing with NTP (as is true for RWT and RMT) at
some point becomes just a test of the test code.
EAN should be tested periodically, at intervals of more than a year,
and in the other years, NTP should be used (issued via legacy PEP
some times, and CAP/PEP in others).
