Sounds like a good idea - I'd suggest as a starting point, the old EBS 
test script.

"This is a test of the Emergency Alert System.  The broadcasters in your 
area, in voluntary co-operation with local, state and federal 
authorities have developed this system to keep you informed in the event 
of an emergency or natural disaster...."

IIRC, the original script was :60.
