[EAS] EAN handling

I have a suggestion, regarding the worries about the EAN, which might be of practical use in the Part 11 rewrite.
Regarding EANs
1.) No manual mode. They immediately seize the air.
2.) Timeout. Strike the open-end (which led to one
station being locked-up for "several days"
according to one report) and add a
"keep-alive" to the EAN. If it isn't
"renewed" every hour or half hour, then
it times out and terminates.
Actually, given the CAP receivers, there
are probably dozens of ways to reduce
the keep-alive to five minutes or less,
thus preventing any locked up stations.
Regarding EAT
Deleted.
