Use of the Washington DC FIPS code is no problem for the DASDEC or Monroe Electronics R189 One-Net either.  No issues from JTIC or IPAWS Conformity Assessments.

FEMA has tested every EAS box out there in a lab at JITC. There were a few units that had issues but TFT and SAGE were not one of them. Apparently the EAN code overrides the FIPS on most units as EAN by definition is National.
