[EAS] Can we ad CAP front end to existing?

There are two CAP-to-EAS converters available on the market, but remember,
adding a converter does nothing to fix some of the problems that have always
existed with the legacy EAS equipment. Adding the converter box won't make
your old unit produce the exact text of the message, for example. If you're
running an automated radio station, for example, with very few bells and
whistles, that feature may not be worth the added cost of an entirely new
unit. If your legacy equipment is still in good condition and working
reliably, then the converter box may work for you, but if your state chooses
to go with the mandatory Governor's activation you will need to upgrade to
the new equipment because the converter box can't make the legacy equipment
do something it was never intended to do. That's a lot of "if" and you'll be
gambling with the budget to save $1000.00 for the next year or two.

Some of us were hopeful that we could ad CAP to our existing units. 
Comments at the time didn't appear promising.

Now that EAS and CAP have been hashed out and ruled on, is adding CAP to 
what we have a non-possibility?
