[EAS] EAS on Internet Streams

You will have a better sounding station if your EAS box is in the
chain before the processor. After all, the aural message from EAS
benefits from processing as much as any other content. People don't
listen to tones, they listen to the warning message. I have been
told by the head of an FCC field office that the minimum modulation
requirements of 11.51 are not enforced as they understand that it
isn't practical with a modern air chain. Since that is the case, I
can't think of a good reason to insert EAS after the processor.
In general, the FCC doesn't care and has no authority over what you
put on your stream. I think it is good practice to put emergency
warning on streams. Most of the stream listeners are local to your
broadcast area, and they deserve the information just as much as
someone listening to a radio.
