[EAS] CAP and the Internet

Barry, I agree.

Last night we had a mayoral recall election in Omaha.  The mayor kept
his job.  

At prime time, the tally was two votes apart.  An updated vote count was
scheduled, but the County Elections Commission MEDIA website was
flooded.  We could not get in.  Patiently tried and tried, no access.  

The dedicated media website finally released the vote count after 10
minutes.  The public did NOT have access to this site, so the traffic
was limited.  

In emergencies, 10 minutes can be life and death.  Internet is OK as a
backup, but I will continue to fight against it as the primary EAS
interconnect.  

This is one way engineering can help make the political decision.

Today, I was speaking with someone in Tampa when the power went out due
to a severe storm. 

That took down his phones, and when we
got back up on his cell, even after power was restored, the Internet was
still down.

If there is too much CAP reliance on Internet delivery, this could be a
preview of something we'd rather not see.
