[EAS] Muddy the waters a bit more

Alan - 

I really appreciate your candid remarks.   They are very similar 
to many that were spoken at an SBE-EAS Meeting a couple of 
years ago.

You mentioned a couple of things I'd like to respond to - 

PEP's - I recall when the PEP's were being selected.  The Feds
only had so much money and they were limited in what they 
could do.  In the process they created a network of high powered
AM's that do not cover the entire country.  To make matters worse, 
they completely ignored the night-time coverage of these stations.
Many have tried to correct this for many years.  Only recently have 
the Feds agreed to add more stations.  Even at that, their coverage 
is very lacking.    They have more recently rationalized this by 
stating that the PEP's are really a deep back up.   Perhaps 
recognizing that the major news organizations will be covering 
the event anyway.

I too don't trust the Internet.  However it is the best PRESENT
means of distributing messages.   Think of the result if the 
Feds did not propose the use of it.  Frankly, it's better than the 
alternative...Which is, at this time, nothing.    Unfortunately 
those of us that have been pushing for wireless means for 
means of message distribution have had very little success 
in gaining support.    

Your comments about the system not being very well thought 
out leads me to ask the question - What portion are you speaking 
of?   EAS has a number of major elements - 

> National/Presidential Messages
> Local - county/city level messages
> State 
> Weather.

What portion are you referring to, or do you feel that it's all 
going the wrong direction?
