[EAS] Activity at the FCC

Interesting.so much for the theory that we wouldn't have to do on-air RWT's
once we all had CAP equipment. Doesn't sound the proposals a lot of us
submitted to the FCC are getting any traction. 

 

Even though there's some CAP equipment in the field, do you think there will
be any problems bringing it into compliance with the FEMA standards? And do
you think the manufacturers will be able to meet the demand in a 6-month
period?

March was the the intention FEMA noted for having IPAWS-conformant vendors
listed in an on-line "Responders Knowledge Base" or "RKB".

 

My guess at this point is that - beyond adding CAP monitoring and equipment
requirements to Part 11 - there are not many other huge changes to Part 11
on the drawing board.

 

Changes to CAP standards (including the overall CAP standard, IPAWS profile
and ECIG guidelines) are not necessarily a big deal - these are periodic
software updates that should be expected anyway over the next months and
years.  But that reiterates the point that many have raised that the vendor
needs to be ready and capable of timely software support for the foreseeable
future.

March? MARCH? That gives stations six-6-months to buy and install
CAP-compliant equipment...or get what they've already got upgraded to meet
FEMA's standards. And that's "assuming" there are no major changes in Part
11 procedures...which is a whole 'nother situation. And this entire process
assumes CAP standards remain the same, which doesn't allow for improvements
or upgrades...

topic: After talking to a few folks in officialdom: - FEMA's intent is to
issue a list of "IPAWS conformed" devices in March 2011. - the conformance
assessments will adhere strictly to both the IPAWS CAP profile and ECIG
