[EAS] The Alaskan EAN test

There hasn't been a lot of talk about it, but next Wednesday
is the second attempt at a "closed" EAN test in Alaska.

Last year's test was flawed from the start, according to many
long-time EAS stakeholders. (The sending codes were outside
what Part 11 specified, hence the test failed on a sub-set of
receivers.) And, then there were always a few stations here
or there that were not ready - despite the long, detailed,
run-up.

Since an official "after-test report" was not produced, some
questions do remain but we can hope the FEMA/FCC folks
have made a checklist of last year's issues and eliminated them.

If this test is successful, a national test might be held later 
this year.
