[EAS] More questions for the list...

I hope that my responses are clear.  Its important to understand that 
Washington State is already implementing a CAP based distribution system. 
This has been a work in progress for about 5 years, therefore, my viewpoint 
is not likely to be the same as others.  The primary features that I would 
look for in any equipment purchase would be compatibility with the 
Washington State (MyStates) system.  It is not clear that other offerings 
would work here.    Our system is built around a number of WSI Cap-Converter 
Boxes (they have been in service for over 5 years) added to that are about 
75 Sage Endecs purchased by Washington State...added to this is a steady 
stream of Sage Endecs that are being purchased now by individual stations in 
this state.    It's important to also understand that Don Miller of 
Washington Emergency Management has been working with Sage on this project 
for a number of years.   The Sage units that we are using here are of a 
particular generation (I forgot the version number) that allow the unit to 
work with our system.

 Here are three questions for the group-

> 1. Of all the new features announced in new CAP-EAS devices you have

CF - I believe that the Sage Endec, as configured and in use here in 
Washington is the model.   Anything that does not do what the Sage does 
would not be a wise purchase here.   This is not to say that other brands of 
hardware can't do what Sage is doing, I have no idea about that.

> 2. Are there any features you can think of that you have not found in 
> literature on new CAP-EAS devices?

CF - I believe that we here in Washington have gone way past that point.

> 3. Do you believe that CAP Converter devices that will be connected to 
> original EAS devices are a good idea, or not?

CF - At this point it is not clear what the FCC will do in terms of Governor 
Must Carry.   Until we know exactly how GMC will work, any purchase of an 
adaptor that will convert CAP to SAME is very very premature.    There is a 
field in CAP that can easily handle GMC, however there not likley anything 
in a conventional/legacy EAS unit that can intepret or deal with a GMC event 
provided to it by a converter.
