Careful here -
To the best of my knowledge - Washington State is NOT funding stations for EAS CAP equipment.
They have provided some equipment to State owned college stations as well as selected LP's in the State to make operable our CAP system (relying on the LP's to relay to other stations) The way you worded this, it sounds as if this State was providing funds for the purchase of this equipment - This is not the case in Washington. I just don't wish to mis-lead anyone.
