[EAS] Earthquakes on EAS?

As some one that has lived through many earthquakes including the 
1989 Loma Prieta one I can say with certainty that earthquakes are 
self-announcing.

We don't need much technology to get an alert when the ground is 
already shaking.

The proposed QuakeGuard system has not shown itself to be very 
reliable.  If one could predict an earthquake with high reliability 
an hour or two in advance then it might be useful information.
