Tom - I think there is a fair amount of info already to guide us, although there are major, major questions still outstanding. I recently asked the FCC to clarify a number of points that our broadcast and cable customers posed.

As far as process for approval of the equipment, there are two parts that have already been in motion:

1. IPAWS conformity assessments. FEMA says these would be made available by March 2011. Damon Penn (FEMA Depty Administrator) recently noted that there were three products near completion of the revised FEMA conformity assessment process (the DASDEC and Monroe One-Net are two of the three). My writeup of the reset of the IPAWS assessment process is the first article in the regulatory briefing at http://digitalalertsystems.com/pdf/BeltwayNews_01-2011.pdf

2. FCC type certification. This exists for all devices that encode into EAS (SAME) protocol for the purposes of EAS. This requirement has not gone away. DASDEC and One-Net have this, as does Sage.

Vectoring in between the two processes, I don't think it's too far reaching to EAS participants should be pretty safe in selecting equipment that is FCC certified and IPAWS conformed (and can prove it).
