I think the EAT should go away anyway.
The only reason it is there is to tell NN stations they can go back on the air.
And I think NN status should go away as well. Stations should not be allowed to sign off for the President's message - that system was called CONELRAD.
And once the NN stations go away, there will no longer be a need for the EAS Handbook either and that can go away. The entire process of monitoring for the EAN and airing it is automated - there are no longer any instructions for the EAS Handbook to give. Any specifics on monitoring are addressed in the State EAS Plan.

But that would not accurately test the procedure of an actual EAN...
It would be less intrusive, but not a true full test of an EAN.
