        Yes, the law of unintended consquences.
        I have had many people tell me that 
        we should be very careful of what you
        hand to the bureaucracies. 

        Ultimately, it is the lack of mandate for
        anyone but radio stations that makes
        the system totter a bit. Where local
        EMs and stations work closely, good
        results can happen.

        But ... while perhaps all of paragraph
        40 could be called a "wish list" ... and
        maybe should not be wished for ... 
        what is so wrong with asking stations to
        identify after an EAS event? Clearly.

        Will you go that far?
