Al's point of clarification on # 14 is right on the mark.  Our intent was  
indeed that EAS units should" render" or translate CAP into the EAS / SAME  
protocol.

Thanks for the URL Tom, that explains a lot.

I can speak to your first concern in #14:  In this case the word 
"render" was intended to indicate reduction, concantenation... in other 
words conversion of a CAP message to EAS SAME.  Probably not the 
clearest choice of words by the CSRIC Working Group.

Please note that #40 is NOT a CSRIC Working Group 5 recommendation but 
was a recommendation of the BWWG, the folks that established the 
eas.radiolists.net website and this listserve, mostly broadcast industy 
vets with extensive experience and intrest in EAS.  Items 34-44 are 
Broadcast Warining Working Group contributions not recommendations of a 
government working group.

I hope that eases your concern a bit.
