Al: Let's get on the same page first, I am referring to the
"EAS Wish List" posted by Dick Rudman.  The direct link is

Look along the left hand side of the document--each
paragraph is numbered. Now go to #14:  "EAS Encoder must be
capable of rendering a fully compliant CAP message"

In other words, the STATION must have the equipment to send
a CAP message. (Otherwise, why put this in Part 11--FCC has
no business requiring/specifying the equipment the emergency
operations centers have). 

Give the damm bureaucrats an inch they will take a
mile--soon we will need to run tests to demonstrate the CAP
encoder works. 

Now look at paragraph #40, which I paraphrased, since it is
difficult to cut and paste from a PDF.  Who else is going to
have all of this information except the station?

Emergency traffic is the backdoor to requiring 24/7 manning
of stations.  This will kill off small operations like
mine--we just can't afford it. The big groups can always
hire someone at minimum wage for firewatch at their 6
station clusters--they have more ways to spread the costs.
Besides, since they command so many gross ratings points,
they can grab the lion's share of agency business & give
away spots on their warehoused AM stations--thereby driving
us independents out of business.
