NWS has had this beta CAP RSS Seed on their website for a year or more now
... Not sure why this is newsworthy ...

NWS RSS Feed for CAP Messages
The National Weather Service has created an RSS feed of CAP information.
The feed, available at www.nws.noaa.gov/alerts-beta, provides feeds for
all US states and territories. State feeds are also organized into FIPS
code zones and county listings. The service is currently in beta.
