Without knowing the internal implementation details, I don't know
how accurate the documentation is.
12.44 MENU.CONFIG.STRICT TIME
All EAS alerts contain a start time and a duration for messages. If
strict time is yes, messages that have expired are ignored. If no,
messages are eligible for retransmission even if they appear to be
expired. This feature is provided to compensate for stations or alert
originators that allow their station time to drift substantially away
from the actual time of day. The default is no in versions less than
5.30, yes in 5.30 and higher.
