[EAS] EAS time stamp usage

Regarding the time stamp issue, I have two points;

1.) Our LP-1 EAS box as well as my old retired one would lose all memory not
just the "time" as that function referenced only to a power line frequency.

2.) On another broadcast list, there was a discussion about the NIST time
servers sending out time signals which were inaccurate by about ten minutes
or so for a short period of time. 

My point is that even "accurate" time may not be accurate.
