[EAS] EAS time stamp usage

I too just read Monroe's Comment that is posted on the FCC's ECFS site. Monroe has brought a very valid point to the formal attention of the Commission, and one that deserves our attention. I am in the process of writing up an article on their filing for the EAS Forum website. The underlying issue that Monroe brings out has to do with the ability of EAS decoders to assess the validity of an EAS message, detect duplicate messages, and preventing such EAS events from going on the air.

Monroe is suggesting that the time stamp issue can best be handled by asking the FCC's own Communications, Security, Reliability and Interoperability Council (CSRIC) to make recommendations. I would guess that once this issue is opened up by the CSRIC, other issues that Sean mentioned that were exposed by the recent EAN test could be looked at.

You might say its is "high time" this issue was resolved.
