[EAS] CAP Test

Ed,
I have monitored and received tests before on the OPEN IPAWS feed. In
fact I saw a brief test message sent out last Thursday that DID mention
Virginia.
Al Kenyon mentioned that they had sent out a test as they changed the
encoder PC/Station and wanted to make sure the IPAWS OPEN relay was not
broken as a result.
I just made the change you suggested to my CAP FIPS filters so now I'm not
decoding everything IPAWS :)
Although it is interesting to see what kind of alerts IPAWS OPEN is
sending out without the filter.
Global forwarding was setup for my local area so since our DASDEC didn't
see any local FIPS we just decoded but didn't send the IPAWS RWT.
If others in the EST timezone got the IPAWS OPEN messages and I didn't
then something may be wrong with our campus firewall (We're an LPFM at
Roanoke College) that I may have to make sure is fixed.
