[EAS] CAP IPAWS test today

A few questions popped up on another forum regarding configurations for the
IPAWS message feed and RWTs, so I thought I might be useful for some EAS
list users.

DASDEC users can refer to a recent application note on setting up the DASDEC
to monitor the IPAWS server.  Please see:

But in short, to connect with IPAWS, please go to "HTTP Get Client" and
select "IPAWS Open 2.0 Get".  The host address for IPAWS is: apps.fema.gov.
Please don’t input http:// in the string, just apps.fema.gov
 When connected
a green "Connected" message will be displayed directly under the Poll CAP
from IPAWS Open Server, and the last time any alert information was received
from the server.

You might want to make sure that your FIPS filter is set correctly (not too
broadly) for your CAP messages.
