On the contrary, I think local emergency warning plans can be extremely
hard to develop and vary a lot. Without first getting all the
stakeholders together to figure out how local emergency warning should
work end-to-end, I think its impossible to understand what simple
solutions will actually fullfill the needs of local emergency officials.
Since EAS was originally developed, multiple additional communication
technologies have been added and more stakeholders are involved. Its
probably time to revisit and rewrite the requirements. Only after we
understand the today's and future local emergency official's requirements,
can we figure out how the protocols should work or change.
