[EAS] CAP IPAWS test today

Al - can you please re-publish to this list the web address for how stations connect to the IPAWS server.  Thanks - SG

After re-loading the origination software we fired off one RWT to the EST states to make sure we didn't break the origination tool which runs outside IPAWS OPEN. We are still on schedule for Monday December 12 as noted previously.
